Allow for the ability to pay VAT transaction from VAT Return listing screen

As a user I would like to be able to pay my VAT return from the VAT screen

Add an additional button to the more actions button on the VAT return screen which will load either a purchase payment or sales receipt entry screen depending on the value of the return.

The payment/receipt will be loaded with the default VAT trader and pre-populated with the the value of the return and the invoice for the relevant return selected for payment
