List order for nominal codes

Data Entry: the logic seems to be that codes appear in code order for 'original' codes and then new codes appear in code order below the original codes. New codes do no appear to be integrated into the original nominal codes and therefore do not appear universally in code order. When reporting the nominal code order also lacks a universal order 9see attached as example of 3 private codes).
